The Halal Industry Development Corporation, or HDC, has created a range of Halal Training Programmes to increase understanding of Halal and develop human capital within the Halal industry, to support Malaysia’s vision of becoming a preferred global hub for Halal products and services.

What kind of training grant / scheme available?

SMEs Skills Upgrading Programme by SMIDEC
HDC has been officially registered under SMIDEC Professional Training Provider on 10 April 2008. Effective from 1 June 2008, SME can enjoy 80% Skills Upgrading Grant (from SMIDEC) on the course fee for the selected courses* conducted under HDC. In addition, the remaining 20% course fee can be claimed under the Human Resource Development Fund (HRDF), if the company contributes to the HRDF under the Pembangunan Sumber Manusia Berhad (PSMB).
Human Resource Development Fund (HRDF)

All courses under the HDC Halal Training Programme are claimable under the HRDF Training Scheme. This simply means that all companies (including SME, Private Listed companies, Public Listed companies and multinational companies) who contribute to the HRDF under PSMB can apply the training grants under the various schemes provided by PSMB.


Who are eligible for the grant / scheme?
SMEs Skills Upgrading Programme by SMIDEC

MANUFACTURING, MANUFACTURING-RELATED SERVICES AND AGROBASED INDUSTRY
Small and medium enterprises in the manufacturing, manufacturing-related services and agro-based industries are enterprises with full-time employees not exceeding 150 or with annual sales turnover not exceeding RM 25 million.

SERVICES, PRIMARY AGRICULTURE AND INFORMATION & COMMUNICATION TECHNOLOGY (ICT)
Small and medium enterprises in the services, primary agriculture and Information & Communication Technology (ICT) are enterprises with full-time employees not exceeding 50 or with annual sales turnover not exceeding RM 5 million.
SME must be registered under the Companies Act 1965 (Private Limited companies) or under the Business Ordinance 1956 (Enterprise companies) with majority Malaysian shareholders of a minimum of 60%.


Human Resource Development Fund (HRDF)
SBL Scheme
Companies need to seek prior approval from PSMB before the commencement of the course by completing form PSMB/SBL/1/01. The course fee can be reimbursed from HDRF upon completion of the programme.

SBL-KHAS Scheme
Similar to SBL Scheme, companies need to seek prior approval from PSMB before the commencement of the course by completing form PSMB/SBL/1/01. However, the course fee will be claimed directly by HDC to PSMB, where companies do not have to pay the course fee to HDC.

PROLUS Scheme
No prior approval from PSMB is needed. The courses have been approved under Approved Training Programme (ATP). The course fee can be reimbursed from HDRF upon completion of the programme
